Stalls remain closed at parking structure
PV canopy on parking structure
As reminder, due to the photovoltaic (PV) canopy construction, about 200 parking stalls on the top deck (5th floor) of the parking structure will remain unavailable until the start of the fall semester.

For safety reasons, pedestrian access on the top deck of the ‘ewa/west end of the parking structure is restricted. The ‘ewa/west end parking stairwell and elevator remain open as does the access to Lower Campus Road via the bridge from the 5th floor.

This renewable energy project will help boost UH toward its net-zero goal of generating as much electricity as it uses by 2035 and, over its lifetime, will save UH Mānoa between $2 million and $8 million. It has the added benefit of providing shade for cars and pedestrians.
Traffic Advisory - East-West Road Contraflow, May 13 to June 13
Please be advised that due to construction of the Life Sciences building, one side of East-West Road will be closed from Monday, May 13 through Thursday, June 13 between the hours of 5:00 a.m. and 3:30 p.m. During this period, the other side East-West Road will include one regular lane and one contraflow lane. The open and closed sides will alternate through the three phases of the construction process.

Parking Increase to Begin Fall 2019
As a reminder to students, faculty and staff, the parking fee increase will go into effect beginning Fall 2019. Please see below a partial listing of the fees.

Fall 2019 Parking Fees:
  • Employee Surface Parking (all zones except Zone 20): $750/academic year; $250/semester
  • Employee Structure Parking (Zone 20): $498/academic year; $166/semester
  • Employee Moped/Motorcycle: $120/academic year; $40/semester

Also, as a reminder the University of Hawai‘i is no longer able to offer the pre-tax payroll deduction transportation benefit. However, employees will still be able to utilize payroll deduction to pay for parking permits or bus passes.
Wayfinding Installed in the Parking Structure

Have you noticed the new signage and bright icons in the lower campus parking structure? In an effort to help customers find their way and remember where they parked, UHM Commuter Services department stenciled each floor with distinct icons.

"This initiative is one way that we’ve made the parking structure more welcoming and user-friendly," Commuter Services Manager Cate Matsushima said.

New features include large campus maps on the first floor as well as blue markings painted on the ground that lead commuters to ADA-accessible parking stalls on the third floor.

These projects are the latest high-impact, low-cost projects that Commuter Services has implemented at the parking structure. Other projects include the Gecko Deco service project, installation of LED lights with backup batteries, and new slip-resistant paint by the elevators and stairwells.

Look All Ways on Dole Street
Spraying "Look All Ways" Stencil
UH Mānoa Commuter Services department has partnered with the City & County of Honolulu’s "Look All Ways" initiative to encourage pedestrian safety on the Mānoa campus. On March 21, 2019, Commuter Services and City & County staff painted two cautionary "Look All Ways" stencils on the sidewalk by the Dole Street crosswalk, fronting the William S. Richardson School of Law. In the upcoming months, pedestrians will be able to view more of these bright yellow symbols in various locations around the Mānoa campus.

“We are excited to work with the City & County as one of the locations on O‘ahu to install these recognizable stencils, which help to educate our UH community the importance of pedestrian safety,” Commuter Services Manager Cate Matsushima said. “This low-cost initiative is a simple reminder that could one day save a life.”

As a City & County of Honolulu initiative, the “Look All Ways” campaign raises awareness for common sense pedestrian safety protections. Eventually, the city’s pedestrian safety measures will also include safety flags, reflective delineator posts and developing an O‘ahu Pedestrian plan, to define the steps needed to make Honolulu a more walkable, livable, and healthy city.

Parking Options Still Available:

While permits for Zones 8 (Student Housing), 20 (individual car – lower campus parking structure), 21 (Student Housing), and 22 (Hawaiian Studies) are sold out for Spring 2019, the following parking options are still available:
  • Student Housing parking exemption program for those who live on campus and work off campus. Apply at the Student Housing office at Frear Hall.
  • Carpool permit for access to the Zone 20 parking structure before 1:30 p.m. with at least one other person. Purchase these on the Commuter Services website or at our office starting January 2, 2019.
  • Evening permit allows you to park in the Zone 20 parking structure from 1:30 p.m. After 4 p.m., you may park in any marked stall on upper campus and leave your car overnight until 6:30 a.m.
  • Zone 25 (Astronomy lot) permit located further from campus with a Rainbow Shuttle’s Mānoa Express route running from that lot to campus. Permits available on the Commuter Services website at noon on the first day of instruction of the Spring semester.
  • TheBus offers the U-Pass program, which is included in regular student fees.
  • Alternate transportation for those living within a three-mile radius of campus. Consider walking, biking, or taking the free Rainbow Shuttle.
If none of these options work for you, you may email a parking exemption request to parking@www.dryerkiln.com during the first week of school.

Up and Away on the Parking Structure

Did you notice the latest balloon mural on the roof of the lower parking structure by the elevators? In late March, UHM Commuter Services department partnered again with local artists Justin Vasconcellos and Wendell Tabangcura to paint a unique balloon mural, just in time for graduation photos. These are the same artists who volunteered their time earlier this year to paint the 70-foot mural on the parking structure.
 
“This balloon mural is such a fun and creative backdrop to take photos for graduation and any occasion,” said Tristan Setzer, a senior majoring in communications. “I love the way that the parking structure looks and feels more inviting and welcoming for everyone.” 
 
Commuter Services encourages anyone passing by the parking structure, especially graduates to stop by, pose and snap a photo. Create memories of yourself taking off in the next chapter of your life! #liftoffatUHM

Parking Express Route Change: Additional Stop on Dole St.

Effective February 19, 2019, Commuter Services has made additional changes to the Parking Express route, which will now make the following stops: Hawaiian Studies, St. John, Varney Circle, and Dole Street (in front of the Law School Library). To view Rainbow Shuttle real-time locations and arrival times, download the UHM Shuttle App.

“We want to thank the UH Rainbow Shuttle riders for their patience as we adjust and improve the Parking Express route to make it more efficient,” Commuter Services Manager Cate Matsushima said.

Scenic mural brightens Mānoa parking structure

The roof of the University of Hawai‘i at Mānoa lower campus parking structure now features a 70-foot long mural. UH Commuter Services organized this beautification project with local artists Justin Vasconcellos and Wendell Tabangcura, who finished painting the scenic mural on Dec. 2, 2018 after working on it for a span of two months.

Vasconcellos and Tabangcura donated their time, talent, and artistry for this project. “I’m doing this mural for UH, so I can give back to the people and beautify campus,” Vasconcellos said.

Besides volunteering at UH, they’ve also been working with Mele Murals, a part of The Estria Foundation, which promotes youth development, arts education, and cultural conservation. They’ve done murals for schools that focus on the historical and cultural aspects of Hawaiʻi.

Vasconcellos is passionate about painting and feels compelled to create a sense of community in Hawaiʻi. In describing the mural, he stated, "This is Hawaiʻi at its finest. In the painting, it represents people going to the beach in the morning, exploring in the afternoon, and star-gazing at night."

Danielle Girard, a UH political science senior, enjoys the serenity of the mural. "I feel it does an amazing job of making me feel calm and centered in a place, which is usually very busy," Girard said. "It reminds me that nature is all around us and we need to stop, slow down, and appreciate the beauty surrounding us."

This mural is just one of the low-cost, high-impact projects that Commuter Services is implementing at the parking structure. Other projects include the Gecko Deco service project with eye-catching trash bins giving campus visitors a fun place to put their trash. In addition, Commuter Services recently installed LED lights with backup batteries and a new coat of slip-resistant paint by the elevators and stairwells.

Biki on Mānoa Campus!

On Dec. 1, 2018, six Biki Stops were installed on the University of Hawai‘i at Mānoa campus. These Biki Stops are conveniently located throughout upper and lower campus and contain nearly 150 Biki docking points.

“We are excited to partner with Biki to offer our UH community an additional alternative method of transportation that is convenient, sustainable, and budget friendly,” Commuter Services Manager Cate Matsushima said. “We’ve been anxiously awaiting the installation of these Biki Stops and encourage students, faculty, and staff to try out these Biki bikes.”

As a special promotion, Biki is offering current UH Mānoa students, faculty, and staff a discount on their $15 Monthly Plan, which allows an unlimited number of 30-min. Biki trips during the month. Those who sign up before May 10, 2019 are eligible for a 10% discount on Biki’s $15 Monthly Plan (i.e. a reduced pricing of $13.50 plus tax). Cancellation of Pre-Tax Payroll Deductions for Parking Permits
As stated in the UH Announce email dated November 1, 2018, the Tax Cuts and Jobs Act passed by Congress and signed by President Trump in December 2017 requires corporations and tax-exempt organizations (including universities) to recognize pre-tax qualified parking and transportation benefits as unrelated business income. That means this type of benefit is now to be treated as taxable income for the University. As a result, the University will no longer be able to offer the pre-tax qualified parking and transportation benefits effective January 1st, 2019.
 
Employees who do not have parking paid for via pre-tax payroll deductions (TB780, TB781, or TB782 agent codes on your paystub) are not affected by this change.
 
Employees who currently have parking paid for via pre-tax payroll deductions will automatically be rolled over to post-tax payroll deductions unless you otherwise notify Commuter Services. Employees should see no change on the January 5, 2019 paycheck, other than the intended change to post tax deductions. For employees that do not seem to have transitioned correctly, please reach out to us at parking@www.dryerkiln.com, and provide a redacted copy of your paystub, along with a description of what you believe is wrong. That means:
  • No pay information
  • No other deductions shown except for "TB" or "PK" deductions

Most employees will either digitally remove the information using Adobe, or print a hardcopy and white out the sensitive information before scanning a copy to us. Non redacted paystubs will be immediately destroyed and deleted, and our department will not look into the issue reported.

LEDs Light Up the Structure

The lower campus parking structure is a little brighter. UH students, employees, and fans may have noticed the recent addition of energy efficient LED lights next to each stairwell and elevator.

"We are excited about the installation of new LED lights, which are more efficient and use less energy" Commuter & Fleet Services Manager Cate Matsushima said. "One of our goals is to make the parking structure more welcoming and sustainable for our UH community."

With the installation 30 new LED lights, Commuter Services is hoping to reduce energy costs by nearly 60% for the replaced fixtures. Additionally, these new fixtures have battery backups, which allow for short term emergency lighting in cases of power outages. This is one of the high-impact, low-cost projects that Commuter Services is implementing at the parking structure. Other projects include the Gecko Deco service project and eye-catching signage which give campus visitors a fun place to put their gum when they’re done chewing it.

Board approves parking rate increase

The University of Hawai‘i Board of Regents voted to pass the parking rate increase with two additions at their October 18 meeting. President David Lassner offered to follow through on a proposal by faculty to hold a task force of students, faculty and staff to look into different pricing structures. The second addition was that the administration will develop a plan that will incorporate future and alternative modes of transportation.
 
The rate increase will be effective in Fall 2019. This increase will help make essential improvements to the aging parking facilities on campus and extend the life of the current parking facilities for at least 20 years.
 
This is the first parking rate increase for at UH Mānoa in eight years, and just the second in 20 years.

Pedestrian Safety Alert: Dole Street crosswalk removed
Dole Street crosswalk removed
The crosswalk on Dole Street by Sakamaki Hall and the Diamond Head end of the law school library has been painted over for safety reasons. Pedestrians are asked to use the Dole Street crosswalks at the four traffic lights:
  1. University Avenue and Dole Street
  2. Lower Campus Road
  3. the Legacy Path and law school/parking structure and
  4. East-West Road

Pedestrians are also reminded to:
  • Be aware of others around you
  • Look both ways before crossing roadways and make eye contact with the driver when vehicles are present to ensure the driver sees you before crossing the road
  • Be visible. If walking at night, use lights and reflective clothing
  • Yield to motor vehicles, even when you have the right of way
  • When listening to music, take out one earbud so that you can hear traffic around you

Commuter Services announces the following changes to parking citation fees on the UH campuses, effective March 18, 2018. A public hearing for the changes to the University of Hawai‘i Chapter 20-12 Hawai‘i Administrative Rules "Parking and Operations of Motor Vehicles" was held on October 19, 2017.

Employee Drop-Off

Effective June 1, 2017, no pass or ticket is required for entry to campus. Drivers should simply inform attendants of their intention, and should be allowed entry at no charge. This does not allow for parking. Vehicles parked on campus must pay the appropriate fee.

Moped Registration
Riding a Moped
A new state law, Act 200 of the 2016 Hawai'i Session Laws, requires the annual registration and safety inspection of mopeds beginning January 1, 2017. As a state university, UH Commuter Services requires compliance with this law. Mopeds purchased after January 1, 2017 should already be in compliance with this new law. Mopeds purchased before this date will also need to comply with the law in order to operate on the UH Mānoa campus. Commuter Services will require annual moped registration for mopeds to facilitate permit sales.

New Window Cling Parking Permits
Beginning with the Fall 2016 semester, the Commuter Services Office will issue a window cling type permit to employees that have purchased an annual permit. The permit should be displayed on the interior front window on the driver's side, as low as possible to the dashboard without obstructing the Vehicle Identification Number. 

All permits issued are valid upon receipt. Beginning August 22, 2016 (first day of instruction), all vehicles must have their new AY permits displayed.

Waialae Avenue Complete the Streets Celebration Signifies Change for UHM
Mayor Caldwell at the Waialae Avenue Bike Completion Celebration
The bike lanes are a big step in making Waialae Avenue a "Complete Street." These lanes will result in safety benefits for pedestrians, motorists, and bicyclists, commuting to and from the University of Hawai'i at Mānoa. The University of Hawai'i Commuter Services played an important role in supporting this important initiative by conducting surveys, sign waving, and providing a voice for the UHM campus community's needs.

Honolulu Mayor Kirk Caldwell says he will keep pushing to create more bike lanes across the island.

"I want to start here at King Street and go forward, march forward every single year, and keep pushing because I believe, once we get a critical number of protected bike lanes you are going to see a change in who rides and it is a lot easier," Caldwell said.

The city is also building bicycle lanes on King and Beretania Streets.

Visitor Parking New 3-Hour Maximum


In an effort to create more available parking for those visiting our campus, effective July 1, 2013, parking in the green Pay-to-Park stalls on Upper Campus before 4:00pm on weekdays will be limited to a maximum of three hours.

Daily parking for more than three hours is also still available (on a space available basis) in the Lower Campus and Dole Street Parking Structure. Faculty and staff should see their Parking Coordinator if extended parking is needed on Upper Campus for guests with department business.

Commuter Services is pleased to announce several improvements to service:
  1. An online and mobile app tracking system for the Rainbow Shuttles. The system gives real-time location and arrival time updates. Bookmark and download Android or iPhone apps from http://www.UHMshuttle.com. (Apps will also be available on App Stores soon.) More on Rainbow Shuttle service.
  2. Student Carpool Passes now have the same privileges as an evening permit. Carpool passes are valid for parking with only ONE person (the driver) in the vehicle on entry at these times and in these locations:
    • In the Lower Campus Parking Structure (Zone 20) after 1:30 p.m. and until midnight.
    • On Upper Campus after 4:00 p.m. on weekdays and all day Saturdays.
    Please note that BEFORE 1:30pm Monday to Friday, Carpool Passes allow parking in the Lower Campus Parking Structure only (on a space available basis) and still require a minimum of TWO occupants per vehicle on entry. More on Student Carpool Passes.

MORE IMPROVEMENTS TO COME:
  1. Drop-Off Passes available to employees will be free beginning July 1, 2013. A vehicle with this pass may enter Upper or Lower Campus to drop off or pick up a UHM employee - the pass does not include parking privileges. Passes, available at the Commuter Services Office in QLC, are valid for the entire fiscal year. More on Employee Drop-Off Passes.
  2. A maximum three-hour limit for Visitor Parking on Upper Campus before 4:00pm on weekdays will increase turnover and create more available parking for our guests. This new time limit will be implemented later this year.

Convenient, Cost-Effective Car Rentals on Campus


Departments, special projects, and individuals who need to rent a car for more than 24 hours will be interested in the affordable options provided by Enterprise Rent-A-Car at its new campus location in the Auxiliary Services Building, 1951 East-West Road, Room 118. A wide range of car makes and models are available, from sedans to SUVs, at SPECIAL UH RATES. Advance reservations may be made online. Enterprise even offers to pick you up from your home or off-campus location!

This car rental service is part of the University's ongoing Transportation Demand Management (TDM) strategic plan to address critical issues of sustainability for our campus. Access to vehicles on a short-term basis gives options to individuals who've chosen not to bring a car to campus, thus making even more viable commute modes such as TheBus, biking, walking, or carpooling. Friendly reminder about parking on public streets

Our campus shares the beautiful Mānoa area with the friendly, supportive communities of St. Louis, Makiki and Mānoa Valley—and we strive to be a good neighbor. So when parking on public streets, please follow all state and city laws and ordinances; arrive and depart quietly, respectfully and without littering; and continue to foster cordial relationships with the people you meet.

Students, faculty and staff are all ambassadors of UH Mānoa so each of us shares the responsibility of being a good neighbor. We all need to be respectful with regard to leaving our vehicles in surrounding neighborhoods. Thank you in advance for parking responsibly and with the utmost consideration.

You are required by law (Section 286-52, Hawaii Revised Statutes) to immediately notify the Division of Motor Vehicle, Licensing and Permits when you sell or otherwise dispose of a vehicle, i.e. car, motorcycle, or moped.

YOUR LIABILITY FOR THE VEHICLE WILL NOT BE RELEASED IF YOU DO NOT FILE THE PROPER DOCUMENTS. TO REMOVE YOUR NAME FROM THE DIVISION’S RECORD, THE NEW BUYER MUST APPLY FOR TRANSFER USING THE ENDORSED CERTIFICATE OF TITLE AND VALIDATED CERTIFICATE OF REGISTRATION RECEIVED FROM YOU.

YOU MUST FILE A NOTICE OF TRANSFER WITH THE DIVISION OF MOTOR VEHICLES WITHIN 10 DAYS OF TRANSFER.

Protect yourself from responsibility for any tickets or citations received by future owner(s) using a car/motorcycle/moped that is still legally under your name.
DO NOT LET SOMEONE ELSE RACK UP HUNDREDS OR THOUSANDS OF DOLLARS OF CITATIONS IN YOUR NAME!

University of Hawai‘i at Mānoa
Guidelines for Electric Vehicle Parking
Effective April 2011

The University of Hawai‘i at Mānoa (UHM) encourages the use of electric vehicles (EV) as part of the campus’ commitment to environmental sustainability.

Electric vehicles with a valid City and County of Honolulu certified EV license plate are allowed to park in the Lower Campus Parking Structure at no charge, on a space available basis.

Daily parking for EVs is allowed in the Parking Structure during these hours:
  • Monday to Thursday: 6:30 a.m. to midnight
  • Friday 6:30 a.m. through midnight Sunday
  • Holidays (observed by University of Hawai‘i): all day

Please note that the Parking Structure is temporarily closed to any vehicle without a permit whenever the designated allotment has been reached. The Structure is reopened as soon as space becomes available.
